DSA Division of the State Architect:

Governing agency regarding school construction, safety, and accessibility. DSA approves plans and regulates building inspection.


DTSC Department of Toxic Substance Control

  IOR Inspector of Record: Required for all projects regulated by DSA. This is the “Building Inspector” for school facilities projects. The IOR works as an independent entity contracted with the District and managed by the Architect of Record.

  OPSC Office of Public School Construction. OPSC regulates the expenditure of SB50 funds. All requests for state funding are processed through OPSC.

PRC Planning Review Committees. PRC’s include representatives from the User Community. This includes site staff, students, site administration and community members.

PRC’s will be utilized to foster communication regarding the Program and to provide input regarding Program projects. PRC’s are assembled by the Principal at each site.

Programming Initial efforts at determining the goals and desires for a given project. Typically an extension of the LTFIP work performed in 1998 / 1999. A program typically is a list of components and relationships desired in a project as informed by the District, but usually prepared by the Program Manager / Architect.

Conceptual
Design
Initial concepts for a site or building. Often it includes sketches and other means of depiction, including statistical analysis where appropriate. Conceptual design is understood as an early step in design to be used by the Architect for further testing of the design. Users often are confused by the variability that remains at the conceptual design level.

  Schematic Design Schematic Design represents the period in which all questions about the project are identified and general concepts are refined to represent all aspects of the ultimate design. Schematic design is not, however, detailed. It merely identifies details which require further study.

Schematic Design often represents the first understandable look at a building and allows users to begin to see the ultimate form and character. It is also the basis for much more detailed work in later phases.

  Construction
Documents
Construction Documents are “blueprints” that most people think of as the work of the architect. Construction Documents are prepared once the design is substantially determined. They are used for approval by governing agencies, for bidding, and they become the most important part of the Contract for Construction.

  Infill Projects Infill Projects are those that are not part of a larger project but may be required to bridge gaps between larger projects. They will often include scope that is inappropriate for inclusion in a larger project because of size, complexity or availability of appropriate talent.

 
Incidental Projects Some projects are generated by immediate needs or specific sequences of work. These are considered incidental projects and may be generated at any time to facilitate schedules for larger projects.

They also include components of larger projects that can’t wait for the start of the larger projects.

 
Measure C Measure C refers to the Bond passed in 1999.

 
SB50 / Prop 1A SB50 is the legislation behind the current Statewide School Facilities Program. SB50 refers to funding and regulation behind all state funded Modernization work included in the program. SB50 funding requires District matching participation (funded by Measure C).

 
Prop 47 Proposition 47 passed in 2002 and extended the Prop 1A funding for School Facilities throughout California.

 
Prop 55 The March 2004 School Facilities ballot measure. This measure will further extend funds for the Prop 1A program.
